Subject-Verb Agreement

Paris mayor Anne Hidalgo popularized a revolutionary urban planning concept: the 15-minute city, where residents can access all essential services within a quarter-hour walk or bike ride from home. Cities [from Melbourne to Milan] has embraced variations of this model, reimagining neighborhoods as self-contained ecosystems.

1Subject: "Cities" is the true subject — plural, despite sitting far from the verb.
2Bracketed noise: "from Melbourne to Milan" is a prepositional phrase. Cross it out — it doesn't affect agreement.
3The error: "has embraced" is singular. The plural subject demands "have embraced."

Singular subjects need singular verbs; plural subjects need plural verbs. Sounds easy — but the ACT hides the subject behind interrupting phrases, dangles distracting nouns next to the verb, and uses inverted structures to make you second-guess yourself. Every trick follows a predictable pattern.

Stat to remember:"To be" splits singular/plural more than any other verb (is/are, was/were) — and gets tested the most.
